Precipitants: gov"t use of unexpected or unusual force in response to protest or reform efforts failed elections, etc. Other preconditions: perceived illegitimacy of regime (e. g. , sprinzak1990; della porta 1995; weinberg, Disagreements & mixed empirical findings: democracies less likely to produce terrorism (e. g. , schmid1992; gurr 2003, democracies more likely to host & experience terrorist violence (e. g. , euban& Latest substantive agreement neither most free nor most authoritarian states experience more terrorism is intermediate states new democracies most vulnerable especially if there is significant social change happening proportionate representation systems best at preventing rise of terrorism.
