Modern society are very complex mixture of diferent groups, cultures, values. Great potenial for conlict with many groups living together. Social order is a prerequisite for society to funcion properly. We obtain social order is by having a well-funcioning governments, and well established insituions. Social order such as norms, socially expected paterns of behavior we need those in society. Industrial revoluion this is where norms and formal control appeared. We need laws in a complex society to regulate groups that could be in conlict with one another. Law has to serve various interests of diferent groups in society. In a democraic society if you want people to be obedient they need to respect the legal process and the laws established. We live in a free society but not really since out behaviors are controlled by formal laws.
