Ls 327 - lecture 10 - the police investigation of higher level drug traffickers. Study of 70 higher leveled drug traffickers in canada, all convicted. Above retail users, dealing primarily with other dealers (wholesaling) Aka importers, wholesalers, manufacturers of illicit drugs. Out of 70 men, average age was 40 years old, most are non-users. Each of these groups would have 2-3 employees working for them called crews see selves as businessmen, stated they sold drugs for 5-8 years before they got caught sells it to distributors . Rcmp mandate: regional and municipal level police: deal with low level traffickers, retailers . Rcmp: fo high level traffickers, importers, wholesalers, growers, etc. which is their mandate. Controlled drugs and substances act: not in the criminal code, has its own act. Rcmp moved from strategy of dismantling to disrupting. Dismantling strategy: used for decades and decades as a long term strategy that usually takes 2-3 years to work a case.
