What does it mean to be high-tech: based on a common goal: Goals may not unclearly stated, ex what is the goal of uw. Official goal may not be the final target actual goal, ex cops give out tickets cause they have to reach their quota not to help society. Goal optimization may sub-optimize performance, ex when a new product is supposed to be marketed, however they need to max charges. Focus of attention of a given approach, eg. social interaction.
