The body of law that governs the legal relations between or among states or nations. Problem - sates had to demonstrate sovereignty to interact/participate. Control over state, people or participating in foreign affairs. International law = become a major body to govern complex global relations. Human rights are inherent - cannot be given, nor taken away. Prevents govnts from engaging in torture and has advanced civil and political protections of rights. Cultural agnostics/cultural realists - international law is not the means that should be used to accomplish peace.
