This form of a triangle is a bit different as there is no one who stepped into the rescuer role. Possibly has been victimized in the past (but not necessarily). Has been legitimated for taking on the bully role and/or not held accountable for bullying behaviour. Bullying provides a sense of purpose; a role in the organization. Receives pleasure from use of power, from intimidating others. May have henchmen who help him/her do his/her work. If the lead is the bully he/she may have the support of a certain segment of the group, often a population base that is weaker , together with a few from the power group. Organization and/or individuals may find a certain comfort in the victim role. Groups/individuals who have been victimized once are more likely to be victimized again. Organizational systems that avoid conflict can allow a bully to run amok.
