The new town movement was a reaction against the industrial city. This movement followed a similar path to that of the garden city. Just like the garden city, the new town was characterised through large spaces, low density population and a controlled size. The new town was portrayed as ideal place to live in society. In essence, a better environment for the people of the city will in turn better the people of city. Clarence perry (1872-1944), an american planner was a strong advocate for the neighbourhood unit concept. It was designed to act as a framework for urban planners attempting to design desirable neighbourhoods in the early 20th century. The physical arrangement of the elementary school, small parks and playgrounds, and local shops was the basis of his neighbourhood idea. Each neighbourhood was to be a unit of the city. Therefore, the number of students a school could support would be the size of the neighbourhoods.
