Most municipalities in ontario use development charges to ensure that the cost of providing infrastructure to service new development is not home by existing residents and businesses in the form of higher property tax. Services included: development charges assist in funding growth-related capital costs for the following: child care, police, roads and related. Storm water management: fire, health, library, transit, parks and recreation, etc.
