Plan 103 second lecture january 15th, 2016. Levels of government: hierarchy (different kinds) of plans. Tod, smart growth, walkability, density, compact city (blais, p. 23: better coordination of land uses, constraining urban growth, provision of alternative transport modes, urban design. Development charges are fees collected from developers at the time a building permit is issued. The fees help pay for the cost of infrastructure to provide municipal services to new development, such as roads, transit, water and sewer infrastructure, community centers and fire and police facilities. Most municipalities in ontario use development charges to ensure that the cost of providing infrastructure to service new development is not home by existing residents and businesses in the form of higher property tax. Services included: development charges assist in funding growth-related capital costs for the following: child care, police, roads and related. Storm water management: fire, health, library, transit, parks and recreation, etc.
