To structure answer, first define environmental determinism and what knowledge transfer is: take some ideas but adapt them to local context, nyc, san francisco, montreal, toronto, chicago all have creative class oriented urban amenities. Look at chicago creative economy happening because of density, cycling lanes, starbucks, Public transit etc. can"t simply move that to moosejaw and expect it to solve moosejaw"s problems. Knowledge always comes from particular point of view so it"s never neutral. Cant blindly apply lessons from other places but we can"t reinvent the wheel each time we plan. Question is not only can we transfer" but what can we transfer and why" change the way you approach the problem/question. We always borrow ideas, but question is whether what we borrow works in another context.
