Is a provincial plan, land form based plan. Idea was that province would take the unique feature and establish separate regime to deal with planning for it. Zoning is suspended except in urban areas and instead there is a pure development permit regime. Ran a quarry in place since 1900, wanted to develop second phase which required de- watering: argued that it is not a development, within the meaning of the act.
