Aware of poliical prioriies; loyal to pm and cabinet. Trusted advisor and supporter of minister and cabinet: non-parisan professional in service of the state, peer group. Informaion-sharing; horizontal policy collaboraion: clerk to privy council. Dm to pm; secretary to cabinet; head of public service. Leader of dm peer group: direct eforts in service of government. Policy advice: imparial; based on objecives of minister and assessment of public interest. Administraive advice: expert on technical and legal issues of concern to department. Poliical advice: how policy might be received in current poliical environment.
