PSCI 110 Lecture Notes - Lecture 4: Autocracy
Document Summary
Malian conflict is an example of a state without autonomy. Rebels are not home-grown, they are an external threat on the sovereignty of mali. Hard power: the ability to implement policies without intervention from within the country, higher level of government power = higher autonomy. Capacity: the ability of the state to provide basic services to its citizens security, defence, economic growth. Ex: china high autonomy, high capacity: ussr high autonomy, high capacity, pre-invasion iraq low capacity, high autonomy, russia low autonomy, low capacity, somalia* failed state low autonomy, low capacity. Most important part of a definition of the state is the monopoly of violence inside its borders, most important document is the passport. Centralization and decentralization: federal state: where regions have a certain amount of guaranteed power, unitary state: where regions power can be taken back, not guaranteed. Leadership in charge of the state, concrete individuals that run the country for that short period, easiest to change.
