Against the hard enemies of order: dictators, authoritarian regimes, survival of the toughest self-help not cooperation, distrust rules based cooperation- especially multilateral (with a large membership) Prefer conflict (and coercion/domination) to multilateral insitutions: the problem of 1930s, abandonment of institutions nazi germany and imperial japan (walking out of the lon). These two points contribute to the starting point of the order. A major test for the 21st century resilence of multilateral institutions against challenges: a new twist however with the new order, challenge may not come for authoritarian/non-democratic states, no walk out by china and russia (embedded in system) The challenge from the top: the country that created the rules is having trouble sticking with them, this is what is different, trump"s america first: back to survival of the toughest, self-help. A huge departure: us created the post 1945 order: Institutional control, writing the rules, setting the norms: not just the un, but other multilateral institutions in finance and trade.
