The arrangements by which public services are delivered. Focus of governments is the direct delivery of services. Best organizational structure is a centralized bureaucracy (hierarchically organized system) Efficiency and rationally are the most important values in public organizations. Expects only program participation or service/park use from citizens. In short, npm promotes a new organizational culture that has many similarities with the commercial sector. Changes relationship with recipients of service creates consumers from citizens. Reduces government to a purveyor of public services. Focus is on helping citizens articulate and meet their shared interests rather than on controlling or steering society. Public interest is the aim, not the by product. Insufficient concern for the product focused instead on process. Engages only citizens who have the means to be engaged. Financial people who have the money to participate.
