In most modern countries there are prohibitions against certain drugs controlled drugs (alcohol, tobacco, prescription, etc. and illegal drugs (listed in cc by controlled drugs and sbustances act). No complainant, no witness people generally do not want to testify. Less proactive and active because no one is complaining. Must use aggressive type of investigative techniques like surveillance: major threat to civil librerties. Organized crime includes violence (potential or actual activity: enterprise crime. Or criminal network crew consisting of drug dealers, people that buy, distributors, built on trust: often international connection exists, operate on a neet-to-know basis. I deal with you and i know who you are but you don"t know my supplier, distributors, my clients, etc. In case someone gets caught no one get snitch too far up on down the chain. Smugglers/growers/manufacturers wholesalers/middlemen (dealers) user (retail level, drug addict) People supplying drugs known as supplier or source.
