Police services moved from strictly law enforcement to peacekeeping and provisions of services which is a mandate. Third element: be more proactive and look at instance as pattern of situations and come up with possible solutions to recurrent crime. Fourth element: de ne geographic areas which are consistent with police interest. Harder to de ne community in canada as there is no one area where all the residents she all at the same values and interests. Eg. a neighbourhood containing students and permanent residents may contain some con ict because of opposing values but they share same geographical area. Fifth element: de-centralizing- so instead of having one headquarter with a number of divisions there should be instead many mini headquarters that spread power and are responsible for separate communities- has been dif cult and costly to implement. Accountability would be an assessment of needs and services run by police.
