The physicians did not like the competition, so they came up with a new tactic to eliminate the competitions they had, the general medical councils as supreme authority over canada. They had the herbalists and homeopaths joining this. 1869 over 1200 joined the council and receive licenses to practice medicine. But there was a catch, the herbalists had to agree to go to regular medical school, herbalists agreed to this and became absorbed into conventional medicine. Homeopaths refused to be absorbed, after a few years they quit the council and practiced medicine without licenses, so illegally. In the early 19th century having a license wasn"t a big deal because the government did not enforce that. And the new federal government was established this new federal government had more power than the pre-confederation government and wanted to enforce its license more strictly. But it had to be done quietly without attracting the authority"s attention.
