Before then, they thought pain medication can only be applied to the area where the pain is/where surgery would occur. Drugs and drug addiction was considered a personal problem, it later became a public problem. Public problem: public institutions have a responsibility for addressing it. Private problem: personal issues that you on your own should deal with. Hypodermic needle was originally thought to eliminate the potential for addiction, cause morphine was orally ingested. Heroin was created to treat morphine addiction. Needle exchange occurred as a response to hepatitis b and c outbreak.
