Great depression - 1930s: lack of adequate nutrition, housing, increased rates of tb, pneumonia, influenza, etc. Unable to use doctors/pay medical bills: health policy introduced. 1934 - alberta gvmt passed united farmers of alberta. 1935 - social credit came to power in alberta, legislation never implemented. 1935 - bc gvmt passed health insurance act. 1945 - universal health care introduced by federal gvt: inadequate access to medical/hospital care, war time recruitment of soldiers but too sick for service, general poor health status. Was to be shared by provincial and federal gvts: not implemented because argued about jurisdiction. Sharing division of funding couldn"t be agreed upon. Tommy douglas: had bone infection > would have to lose his leg, had to support family by working, wouldn"t be able to, introduced hospital insurance in sask. Encouraged physicians and patients to think of hospitalization as first resort.
