We"ve looked at several influences on state policy: we"ve peeled the onion. Key thing to emphasize here: we must look at a range of influences to understand outcomes: anarchy/balance of power dc/cc/dd/cd, io"s, regime-type/domestic politics, active networks. These are not the only influences, but they are major ones. A heiracrchy help us understand international politics 1. Begin with anarchy/balance of power: states want to survive in anarchic world, given distribution of material power (e. g cold war), what should they do (recall cc/cd etc, if balance of power doesn"t explain events, look at io"s. Look at all possible factors in sequence. Sometimes bop will explain problem and you can stop: eg. But not always why did us support democratic activists in egypt: us policy makers believe spreading democracy results in a more peaceful world. World is a complex place: don"t use one approach to understand the world. Lets apply this: the puzzle of apartheid of south africa.
