Secular authority in a given territory (separation of religion and state/political power) Sovereign: supreme law making power (state will make laws) State"s purposes: create order and security in society (law of preservation - thomas hobbes, defend territory against other states (westphalia notion, preserve rights and govern citizens (law of rights - john lock) Permanent population border: defined territory, central and sovereign government, monopoly on the use of force.
