Essentially contested concept- not sure what the definition is or agreement on what it means. Science refers o loosely ordering of knowledge based on systematic inquiry then yes. Jean bodin- it is the most high and absolute perpetual power over the citizens and subjects in a commonwealth. Sovereign state emerges in 15th and 16th century. This model replaces feudal structure and church and kings, princes and all. Highest form of authority in a given state is given to a state. States can also be classified how leaders are subject to the will of the people. Liberal democracy- free fair election, universal suffrage, person liberty.
