The left pointed out that the provision of publically funded healthcare etc. might be limited if the charter was to be in place. Protection of indigenous rights and protection of women were taken out of the charter because the premiers thought they would limit the government"s ability to act. Women"s organizations and indigenous groups lobbied the premier"s offices in order to put them back in the charter. The first populist response to the charter/constitution. Both groups took ownership of the constitution/charter of rights: particularly women. Ultimately, the premiers and the federal government came to an agreement to bring the constitution to canada. 9 provinces agreed with the constitution -> so the british government passed a piece of legislation that put the bna in archive. Simultaneously, canada passed the constitution act of 1967 -> repeated the bna act.
