Leader"s often hold a large power base within their party (some exceptions) In uk and australia, party caucus can vote and decide to get rid of a pm. Governor general"s official role is to invite the leader of the party that will win the confidence of the house. House of commons chooses theory, because the leader of the party that has the confidence of the house becomes pm. First role is to lead the political party. Second role is to be the head of government. Head of government and head of state is different. Technically, the queen is our head of state. Therefore when the pm goes to international conferences he is mentioned as the head of government.
