Legislators must calculate the amount of punishment required to prevent crimes and punish criminals (goff, 83) Emphasis: protection of society and public vs rights of defendants. Proportionality - punishment proportionate to crime (focuses on) Ideal: personal circumstances ignored: only: prior record, major contribution: supports creating and proliferation of alternative sanctions.
