Lipid soluble can cross lipid bilayer and the nuclear membrane. Lipid soluble and can easily pass through phospholipid plasma membrane of target cells. Hydrophilic cannot pass through the lipid membrane. Hormones signal a cell by binding to the target cells specific receptors in a lock-and- key mechanism.
