Treaties between individual greek states and sparta not all the states were allied with each other, but they all had treaties with sparta. They could form alliances with each other, not always the case but they all had alliances with sparta. Sparta"s military superiority and being the state holding all the alliances they had the leadership role. Beginning of 5th century the peloponnesian league consisted of all of the. Peloponnesian states, the entire peloponnese, except the argolis peninsula and achaea in the north. Sparta believed their system of government to be superior. They promoted/encouraged it amongst their allies many of sparta"s allies had sparta to thank for removing their tyrants sparta against any form of government not their own: monarchies, tyrannies, democracies, etc. It was their belief that anything other than their oligarchic/communal system was prone to corruption and abuse. In their minds, their system was best and, indeed, it worked for a long time.
