Us is based on premise of a series of checks and balances. System is designed to avoid centralized power. Points of triangle: president (executive function) > legislative function (aka congress)- House of representative s and senate) -> courts/judiciary. Expectation of giving state of the union address. Allowed to enter international treaties and agreements. Gridlock: different parties between president and majority of hor and senate. Because of this, there is incentive for the parties to work together. Logrolling: needing to work together to get anything done, essentially. Ministers would go to dc, meet the candidates and return to districts to say who they are supporting. Each district is given a number of electoral college votes. 2 senators per state, plus hor amount added to the remaining number of ec votes. Adds up to 538 ec votes (438 hor members and 100 senate members) Winner takes all (first past the post) per state (minus 2)
