Criminologists have ascribed wrongdoing among police to inadequate recruitment and training standards, a lack of accountability and oversight, and an attitude among some police officers that they are able to act with impunity. Rotten apples: about individuals and have a problem with their ethical compass. Rotten barrels: analogy for container, division or unit who constitute the rotten barrel.
