Lecture 5­ Tuesday, January 29, 13 • Oversight of the RCMP • RCMP external review committee: hears appeals from RCMP offices who have been  disciplined • Independent observer program: BC & Yukon  • Civilian works with RCMP member to investigate incidents (injury, death) involving RCMP  officers  • Has no legal standing and cannot address policy  • Comission for public complaints again RCMP (CPC): and inepependent civilian body that  receives complaints made by citizens against sorn and civilian members of the RCMP • Complaints initially refers to RCMP • 1/10 of 2500 complaints are reviewed by the CPC • Most of the times CPC support RCMP’s disposition • Use of alternative dispute resolution  • Makes policy recommendation  • Police oversight in Ontario • ON most advanced in terms of police oversight • Office of the independent Police review director (OIPRD): • Civilian agency • Receives complaints from municipal, provincial and regional police services • The complaint is forwarded to police service in question for investigation and OIPRD  oversees the investigation • What about RCMP?  • Ontario Civilian Police commission (OCPC): • Oversees police services • Inquires into the performance of police officers • Hears appeals of officers who have been disciplined • Special investigations unit  • A civilia
