The war on drugs punitive sentencing laws, aggressive policing, the use and misuse in. N. a was directed primarily at minority, primarily black, communities. Lots of imprisonment came from minority groups who abused drugs. Disparities in cjs and in health comes from african american communities: prison for drug conviction. Use of illicit drugs is equal among all groups, but black people are more likely to be charged and convicted: mental illness is prevalent and is overrepresented in cjs. Co-morbidity: mental illness symptoms + drug misuse addictions: lots of the people who get arrested for drug misuse or addiction are rarely helped while incarcerated. Doctrine of less eligibility: ppl in prison have a constitutional right to health care but it is very minimal. High risk of withdrawal in prison: higher risks of overdose when released. Varies among and between societies everyone has their own version of criminal codes (ex. Every state in the usa has a different code/ definition of wrongful behaviour)
