Rationale for a separate youth justice system: we didn"t always have a separate system for youth. Some countries still have youth in adult facilities. Why do we have a separate system: children/youths are recognized as different adults and not held accountable in the same way, the notion of accountability is different for youth than adults. There will be a kid that is 10 and engage in a heinous act - there is a good reason to induce fear and changing the law out of this one child. The courts recognize this as a reality; we have to have a system that accepts these realities: deterrent effect of sanctions for young offenders is very weak.
