You can arrest someone if you need to save evidence. Make sure the trial can look at the evidence. If you need to prevent new offences from happening. Solve problem in court rather than on the street. Have to be arrested right away and then go to court. If police officer makes an arrest they have to release person unless exemptions above and give assist court.
