Lots of times regulation can work better, environmental laws have had no successful convictions, so we moved to a more regulatory framework because there were no charges. Things we think will be supportive or therapeutic are not. Only real reason we use traditional perspectives on policy tools is because the big gaping hole is we don"t include public ownership as a more coercive tool than criminal law. Should see who benefits from new policies putting crime power and violence in a larger social context, paying attention. Pay attention to domestic violence, not just against family memebrs starting here is a good place. Criminalization and using it, is not particularily effective. Domestic violence has been criminalized since the 80"s, yes stats canada have equalized, they say you have the same amount of domestic assault coming from women as men. Laws against beating your children are about to be reversed.
