Developed countries often give only tied aid, however. Aid but must buy all medications from the us (at 15x the cost): harmonization of aid. Pooling aid into a main institution and then allow that institution to allocate funds more smoothly. This is better than bilateral aid: decentralization of investments. To target more causes as opposed to clustering money at larger urban centers, than villages and smaller regions at a grassroots level: consider both infrastructure and operational costs.
