Cbr is implemented through the combined efforts of disabled people themselves, their families and communities, and the appropriate health, education, vocational and social services. Cbr empowers persons with disabilities to take action to improve their own lives, and contribute rather than drain or deplete whatever scarce resources that are available, thereby benefiting all the community. (ilo, unesco & who, 1994: 1) Those from outside the slum district (get paid) train local people (on a lower salary) to run basic rehab interventions. The ngo pays their salary issue with expecting people to do volunteer work indefinitely, it is not sustainable. Aim to strengthen planned or existing cbr programs in a developing community by: Recruiting and developing trainers and facilitators in cbr activities identifying factors and resources which promote effective training of trainers.
