Long peace between usa and ussr (cold war) Is there such thing as rational use of nuclear weapons. Statism the unit of analysis to understand a situation in the state (not individual behaviour) - examples: north korea: the state is sure but the survival of the individual is not. The state is the principle actor in international politics. The only principle actor is the state; act as a person. States do not care about ideology - ideology=weak, everyone truly wants money and power = survival. Non- state actors (un), are not important to states. **the only way to defend yourself against nuclear weapons, is showing that state that you have weapons too - this is a viscous cycle l. Survival do anything possible to stay alive and ensure self preservation - best was to ensure your own survival is you behaviour. Self help relying on your own knowledge and power.
