States do not care about ideology - ideology=weak, everyone truly wants money and power = survival. Non- state actors (un), are not important to states. **the only way to defend yourself against nuclear weapons, is showing that state that you have weapons too - this is a viscous cycle l. Survival do anything possible to stay alive and ensure self preservation - best was to ensure your own survival is you behaviour. Self help relying on your own knowledge and power.
