The problem of unemployment is usually divided into two categories: The economy"s natural rate of unemployment refers to the amount of unemployment the economy normally experiences. Cyclical unemployment refers to the year to year fluctuations in unemployment around the natural rate. The adult population (aged 15 and over) is placed into three categories: Employed: a person is considered employed if he and she has spent most of the previous week working at a paid job. Unemployed: a person is considered unemployed if he or she is on temporary layoff, looking for a job, or waiting to start a new job. Not in the labour force: a person who fits neither of the first two categories such as a full-time student, homemaker, or retiree. The labour force is the total number of workers including both the employed and the unemployed. Adult population = labour force + not in labor force.
