Gender and public policy: measurement of women"s empowerment. Social power as having access to certain bases such as information, knowledge, skills, participation, and nancial resources. Political power as the access to decision making, in particular those decisions that affect a persons own future. Psychological power as the individual"s sense of potency and self esteem, which may positively in uence his or her access to social and political power. Types of power (oxall and baden, 1997): Empowerment is an expansion of people"s ability to make strategic life choices, of which there are three dimensions (kabeer, 2000): Resources are the preconditions on which choices can be made (material, social or human) Agency refers to the processes by which choices are made (individual and collective effort) Achievements highlight problems with certain values and re ect asymmetries in the distribution of capabilities (is the outcome of choices) Empowerment as freedom, which is the removing of un-freedom.
