During the 1930s: world powers sae the signs as dangers, and faced those issues with peace to avoid war, feared that imposing stronger sanctions on germany could create con ict, could destabilize europe economy. Roots of the war are visible through the 30s. 1939 - war happen for a reason failure of diplomacy. Hitler + nazi german being their persecutions against the jews. For most internal states this was a case of internal politics in the country. Still not a matter that concerns the world powers: introduced economic sanctions, but nothing for germany to panic about, was allowing germany to rebuild itself, was rearming itself. Eventually became powerful enough to test strength.
