The nep + its contradictions: 10th party congress + nep. Famine of 1921: propaganda to encourage people to help the victims. Seized church wealth to use the money for famine relief: gov did not react with indifference. Rejection of the war communism of the krunstant sailors: was clear to the party leadership that they had made a mistake, became clear that you cannot skip stages. What what the nep: agriculture infrastructure has broken down. Must encourage peasants to increase the production of grain. A pre requisite of communism is industrializing and you need grain for this. Bolsheviks were faced with the same economic problems that the imperials had. Requisitions are stopped, peasants are now taxed a xed : means that they can once again harvest with con dence that they can keep/sell their surplus, need a market to sell grain. Legalization of private commerce: legalization of small private enterprises, large enterprises did remain in the hands of the government.
