Lecture 13 ethics and public health (vaughn, weijer and al. , chapter 14, pp. 1- a paternalistic intervention by the state is required under some conditions (childress & al. ) The starting point: public health is primarily concerned with the health of the entire population rather than the health of individuals. The authors point out some general moral considerations relevant for public health interventions. The authors mention that conflicts between moral considerations are resolved through specifying the moral requirements at stake and weighing the moral costs of particular alternatives . That is why they propose five justificatory conditions: 1) effectiveness; 2) proportionality; 3) necessity; 4) least infringement; 5) public justification (pp. 2- the complexity of health system and normative framework (wilson) For example: value of life; value of well-being; the criteria of the quality of life in the society That is why wilson argues that the problem of complex systems is vital to address in public health ethics.
