Nowadays law clerk advises hoc on constitutional matters and private members bills. 1948 legislative drafting functionn was centralized into the legislation section into the dept of justice. If you draft a bill you have to versed in all aspects of legislation. Provided the ability of a group of skilled legislative drafters. Could have preparation in a timely and orderly matter. Legislation is continuosuly ammended, - often called housekeeping. Create an exception to the law to provide certain privileges for certain groups. Usually introduced in the senate - do not involve public services. Public bills may be initiated by gov"t or private members. Introduced by gov"t - through minister of the crown.
