Crown: the more self su cient, the more independent. Agents of parliament: the most independents admin agency because they are not attached to the executive at all. Executive does not like the auditor general (fun fact) Mps use the information and embarrass the executive. They do not report at all to the executive. Agents of parliament are the only source of info for the legislature. Not exempt from the same rules as civil service. Appointing chairs --> patronage, do have expertise and competence. Because they have been there for a long time and they are not elected. Even though they are expected to be non-partisan, there are still clashes between gov and bur. Usually dm is replaced when a new government comes into town. Important to keep in line to make sure that they elect the gov"s agenda. Executive can step in and make a proposal.
