France was defeated in ww2 (according to him) Executive power is too strong and can be abused. France is a semi-presidential system the executive is the more powerful force (why it"s not a semi-parliamentary) Dual power president and prime minister the president appoints the prime minister. Parliament can force the prime minister to resign, but not the president. Two potential problems with this political system. Allows for political alternation both side (party) accept the system of parliament when both have been elected (alternation of power) When the president is elected from one party or coalition and the prime minister comes from the other (cohabitation) From 1997 to 2002 = five years period of cohabitation. President is elected for a 7 years term and prime minister for 5 years.
