Conflict is endemic to the public service: conflicting institutional interests and perspectives. Interpersonal and workplace tensions: as a function of interpretation and application of human resources management rules and procedures. Formal dispute resolution systems exist in several areas: usually based in statute (administrative law) and/or tb or psc policy, underlying assumption of rights, due process and transparency. Formal procedures can themselves be a source of complaint. In many cases involves quasi-judicial adjudicative bodies: can also involve appeals to the federal court, potentially the sc although roles of courts have been reduced.
