Particular public sector features: paid from public (taxpayer) funds. Everyone in society is a shareholder: operating in a political context ministerial direction, parliamentary oversight, media. Politically neutral but publicly accountable: heavily unionized, most with job security, benefits. Everyone in public service has a union (exceptions are senior executives and hr staff) Privatized groups typically not unionized: large scale, wide range of activity. Focus on the executive activities of government: excludes court and legislative administration. Embodied in institutions, policy and decision making processes, and administrative functions. Driven by economic, social, technological and political forces.
