Web Accessibility
• Power of web is universality – access by everyone regardless of disability is an essential aspect
(Tim Berners-Lee, inventor of World Wide Web)
• AODA (Accessibility for Ontarians with Disabilities Act) – legislation that mandates how
businesses and organizations provide accessible services to students, employees, and
community members with disabilities
• Background:
o W3C (World Wide Web Consortium) developed web standards known as Web Content
Accessibility Guidelines (WCAG 2.0)
o AODA legislation instructs provincial institutions to adhere to these guidelines
• Goal of AODA is for Ontario to be fully accessible by 2025
o Who must comply:
▪ By law you must make new and significantly refreshed public websites
accessible
o Compliance deadlines
▪ 2014 for all new public websites level A
▪ 2021 for all public websites level AA
• 5 standards of AODA
o Customer service
o Information and communication
▪ Public sectors must conform to section 14 level A of guidelines
• Applies to websites (structure) and content
o Employment
o Transportation
o Build environment standards
• Structural and Semantic markup
o Structural markup is used to define the overall layout
o Tables can cause issues and therefore should only be used for tabular data and not
layouts
▪ Requires proper coding for row headers and columns
o Form controls need labels associated with them

o Including alt. text (for images) to replace the meaning of image accurately and succinctly
o Using meaningful link texts to briefly describe the content of the link, usually the title of
the target page or similar texts
