The role of most managers and administrators is to form a complexity, ambiguity of learning dillemas and political pressures that make it harder for organizations to manage. You image determines how we are judged: oversimplified one size fits all approach to analyzing situations. If it"s hard to blame an individual, the second thing people would blame is the bureaucracy. Blaming the bureaucracy cause of too many or lack of rules and regulations. Thirst of power people are just competitive and will do anything to win. Managers need to recognize the environment at work so that they can create opportunities for their workers. Because organizations are complex, surprising, deceptive, and ambiguous. Cause and effect is effective if the relationship is clear. But it is rarely clear because it is too complex in an organization. It has to go through too many lines of power up or down a chain.
