If a company wants you bad enough and they will be willing to pay the fee to break your contract. Contracts will pay more: no benefits, no pensions. Certain positions are so important, that you cannot hire someone who leaves all the time: some are not, ex: low skill workers, know they will leave at some time in the future. Some companies have a high turn-over rate: shows that the company is bad, ex: over working employees, ex: toxic environment, your direct manager will make you leave the company.
